Licensee/Unlicensed person:

Chilliwack Auto Pawn Ltd. and Yousef Hoodneh

Issues:

  • Chilliwack Auto Pawn Ltd. and Yousef Hoodneh applied to be registered as a motor dealer and salesperson.
  • The VSA staff were concerned about this application for two main reasons:
  1. Applicant had a fairly recent conviction in California for tax evasion and order to pay $1.8 million USD in restitution to the State of California. Evidence shows the applicant still owes over $4 million USD in taxes in relation to the two car dealerships operated in the San Diego area.
  2. Applicant found to have deliberately withheld the existence of the California conviction, his two dealership operations and his residency in the USA on his application materials.

Outcome:

  • Registrar refused to register motor dealer and licence the salesperson.
  • Applicant may not apply for licensing as a salesperson until after September 16, 2015 coinciding with when he will finish his probationary period.
  • Applicant may not apply to register a motor dealership until he has been a salesperson in good standing for two years.
  • Whether a licence will issue or a registration granted will depend on the facts that exist at the time any application is received.
